I was a first time election worker in Douglas county this month. There were quite a few people that came in who had to fill out provisional ballots. My part of the task was to find out what precinct they should be in, if the issue was that they had moved since they last voted. Once we figured that out, we'd send them to the provisional ballot" table. If their new precinct was one of the ones at our voting location (we had four precincts, and four ballots, a couple of which varied only in the ordering of a couple of local candidates) we would send the voter to the table with a ballot. Otherwise they could vote via a machine.
We had three ladies observing during the voting.
I didn't have much of an idea which voter's ballots would count - thanks for this info.
