What is known about third party "Kansans for an Affordable Future" that sent political flyers in a Douglas County commission primary contest in August?
Since the "magic" words "vote for" or "vote against" a candidate name were not present, this is considered issue advocacy and does not fall under the Ethics Commission. PACs and candidates involved in "express advocacy" do file reports with the Ethics Commission https://ethics.kansas.gov/campaign-finance/view-submitted-forms-and-reports/.
Nonprofits involved in issue advocacy file IRS 990 tax reports, often a year or more after the expenditure happens.
